Digitalization  saving or undermining the welfare state?
Opening the black box of how digitalization of public services transforms the
Nordic welfare states
This special issue in Nordic Welfare
Research will examine how policy
intentions are translated into practice, with a specific focus on the changing
relationships between citizens and the state in digitalization of public
services in Nordic countries. We invite analyses of how digitalization
contributes to the transformation of the Nordic welfare states. In addition,
this special issue aims to discuss other implications of digitalization, such
as democratic responsiveness, citizens use of digital self-services and
transparency of case processing. We seek to draw attention to the complex
interplay between digital technology, human agency and welfare state
principles.

Papers could address, but are not limited to, the following questions

  *   What is the relationship between digital and human actors in the
administration of welfare in Nordic contexts?
  *   How can we expand the room for democratic participation in digitalized
welfare services in the Nordic countries?
  *   How does digitalization contribute to changes in the governance of
public services?


We invite contributions from across the Nordic countries that address issues
concerning one or more of these questions to submit abstract (500 words) for
initial editorial consideration.
